Perhaps the perspective of the first e photograph did not give you the full picture! you will see from this new picture that there is residue smoke pollution! hanging in the sky unlikely to be steam.

Thank you for your e-mail regarding the La Farge Cement Works.
 
Judging from your photo it appears that much of the discharge is steam.  Should you wish to pursue the matter I would refer you to the Environment Agency who "Permit" ie. authorise the process at this site.  They can be contacted on 08708 506506.
 
We hold some public records of emissions data which you would be able to view at these offices should you wish to do so.

Sunday 17th August 5.55am  wind direction towards Devizes light winds clear view of emissions against blanket grey cloud cover . Plume grounding at several places approx1.5km from plant and again at about 3.5 km. Emissions seemed to be spiralling along from the plant quickly settling into a strata like band of emissions. These plume grounding incidents had a short duration less than I minute
 
Monday 18th August 6.50am wind direction towards Bratton Valley brisk winds plume more roller coaster and broken in appearance. Grounding within 1 km of the plant and again between Bratton and Edington on fields Skies variable in colour including blue sky
3.45 pm returning winds had slighty turned towards Steeple Ashton and also slightly weaker .Duration of grounding about 2 minutes  Emissions appeared to ground about 1.5 km from plant.
 
Tuesday 19th August 5.35am different route taken which took me past the The Ham, Westbury
Similar conditions to Monday am skies grey, winds brisk plume fluffy in appearance and sky overcast. Wind towards Bratton direction again brisk Grounding appeared to be about 2km from plant and again further down the valley difficult to assess distance

For the past three days I have taken a different route to work that took me down the Bratton Valley and I have directly witnessed five plume grounding incidents in a range of time between 6am and 7am to 3.45 -4.15pm. So these incidents happened on rural agricultural ground with little housing around

Hi David,
 
Here are the photos I took about 11am this morning (Sept 23, 2008) while up at the White Horse.   I first noticed that the plume was dropping heavily towards the ground while I was walking down towards Newtown from Beggars Knoll about 9:45am but  didn't have my camera with me at that time.   We did not smell the chimney because the wind was strongly in the East, and I was glad not to be in Westbury today, breathing in all that haze from the chimney!
 
I sent these pictures to Alice Davis at the Environment Agency late this afternoon.

Subject: Plume grounding over Bratton 29 September approx 11:am

Tim,
 
This is the worst I have seen plume grounding over Bratton at approx 11:00 today. It is still slightly grounding now but nothing like when these pictures were taken. The severe conditions lasted at least 15 minutes.
 
We were out in our fields taking water to our animals when we looked at the hills and spotted this. Initially it was worse than the pictures we took show. We raced back to get the camera which took 5-10 minutes. Take a look at the photos. 
 
This did not affect us on our property but I dread to think what it was like in Bratton. All around it is a beautiful clear day apart from the plume.
 
First photo just shows the plume going up. But then it can be clearly seen going down and onto Bratton.
 
In one shot you can see the contrast between an area with the plume and an area without it.
 
Its a crazy world we live in where this can happen even though the environment is an important contemporary issue. 
 
I will send another email with a few more pictures as hotmail has an attachment size limit.
